This original suit was brought in this Court by the State of Arizona against the State of California and seven of its public agencies. narration

The mixture sweep brackets the equal mix: reducing technical data gave 350.0, increasing it gave 343.8, versus 333.8 at exactly 25%. I’m keeping equal tokens. One remaining high-impact issue is document concentration: only 87 selected pages longer than 50k characters consume about 15% of the training text, and inspection finds several archives/script dumps. I’m testing a 50k-character cap to trade those few dominant pages for thousands of diverse clean windows.
